Amendment No. 1 to Professional Services Contract No. 051120 - COVID-19 Planning, Preparedness, and Surge Response with Guild Health Consulting.
Background Information
On June 9, 2020, James Menlove, County Manager, on behalf of Gila County signed Professional Services Contract No. 051120-1 with Guild Health Consulting for COVID-19 Pandemic, Planning, Preparedness, and Surge Response assistance for a not to exceed contract amount of $192,400. 

Amendment No. 1 is to increase the contract amount by $85,000 for a new not to exceed contract amount of $277,400 to add an Immunization Section Chief for the vaccine response.  Documents were processed for Mr. Menlove to sign this amendment.
Evaluation
The Gila County Health and Emergency Management Department has been awarded three additional rounds of vaccination funding in the amounts of $125,000, $77,000, and $25,000 from the Arizona Department of Health Services (ADHS) in order to fund the COVID-19 vaccine planning, cold-storage, and vaccination activities.  Gila County will leverage and build upon its existing public health infrastructure that emphasizes the coordination and critical integration of vaccine management, mass care, and health information systems in order to maximize the public health impact of available resources. The primary goals will be to create fully implemented, scalable, and sustainable, comprehensive vaccine administration efforts in Gila County.

On June 9, 2020, a Professional Services Contract was executed between Gila County and Guild Health Consulting in alignment with Gila County Policy  No. BOS-FIN-113 - Procurement by requesting Sole Source Procurement (Section 8, paragraph C of the Policy) in congruence with the Emergency Procurements (Section 8, paragraph D of the Policy). The contract matched the set requirements by:

1. The Gila County Board of Supervisors declared the COVID-19 pandemic and that a State of Emergency exists in Gila County on March 24, 2020 through its adoption of Proclamation No. 2020-01.
     a. Satisfying, “...when there exists a threat to public health, welfare, property, or safety...”

2. The contracting process for going out for bids would have required the standard timeframe for placing on the Board of Supervisors' agenda for approval, advertising in the newspaper, accepting bids, and reviewing and scoring bids.  This process typically takes two to three months and the deliverable for this funding is due within 30 to 60 days. Additionally, the County was in the middle of the first wave of disease cases in Gila County where every day mattered.
     a. Satisfying, “...or if a situation exists which makes compliance contrary to the public interest...”

3. Guild Health Consulting, the vendor, that was selected for this contract had been selected for two prior public health and emergency management bids through the County's complete procurement process.  This vendor assisted Gila County with the completion of, and is familiar with the County's Multi-Jurisdictional Hazard Mitigation Plan; Emergency Operations Plan (EOP) and subsequent emergency support functions; and Hazardous Response Plan. Guild Health Consulting also conducted four exercises and two responses as part of our EOP; assisted in the County's December 2019 Point of Distribution (POD) exercise, and is currently contracted with our Local Emergency Planning Committee (LEPC) and is familiar with our response partners. Furthermore, the vendor’s staff for this event includes Dezirae Williams, former Gila County Public Health Preparedness Coordinator; Lauren Savaglio, former Gila County Environmental Health and Communicable Disease Manager; Julie Augeri,  Gila County’s former representative to the Arizona Coalition for Healthcare Emergency Response; and Jason Gillette, an LEPC member, and consultant.  Guild Health Consulting is working with Brandon Logsdon from FlexibilIT (our ReadyGila, Everbridge) and soon to be Public Health IOS and Android AP Developer).  This level of internal knowledge of how our Emergency Operations Plan and EOC operate allows us to incorporate their surge expertise seamlessly both today and during the anticipated second wave of this event.
     a. Satisfying, “...such emergency procurements shall be made with such competition as is practicable under the circumstances.”  

Gila County Public Health would like to amend the current contract with Guild Health Consulting to add $85,000 for an immunization section chief for the vaccine response that will begin as early as this week.  Our current contracts are funded through the Expanded Lab Capacity (Disease Investigation and Contact Tracing Grant) and we need this requested amendment to avoid any appearance that we are commingling our Expanded Lab Capacity grant funds with our vaccination efforts.  This person will still respond to Mr. Whitney (Command Solutions 4) as the Incident Commander, but we will have that distinct funding difference for accounting purposes.

Amendment No.1 to Professional Services Contract No. 051120 - COVID-19 Pandemic Planning, Preparedness, and Surge Response with Guild Health Consulting increases the contract from a not to exceed amount of $192,400 to a not to exceed amount of $277,400 for the current contract period of May 1, 2020 to June 30, 2021.
Conclusion
Gila County's response to COVID-19 is preparing for mass vaccinations of all Gila County residents now that the Moderna and Pfizer COVID-19 vaccines are approved for distribution. In order to meet this vaccination challenge, stay true to the scope of work and fiscal responsibility of current funding and continue our current public health prevention work, the Gila County Health and Emergency Management Department Director is seeking the Board of Supervisors' approval and authorization for the County Manager to sign Amendment No. 1 to Professional Services Contract No. 051120-1-COVID-19 Pandemic Planning, Preparedness, and Surge Response with Guild Health Consulting to increase the contract by $85,000 for the contract term of May 1, 2020, to June 30, 2021.
Recommendation
The Finance Director and the Health & Emergency Management Department Director recommend that the Board of Supervisors approve Amendment No. 1 to Professional Services Contract No. 051120; and authorize the County Manager's signature on Amendment No. 1.
