Quit Claim Deeds for Sale of Assessor's Tax Parcel Numbers 208-07-033 and 208-07-039.
Background Information
On May 26, 2015, the Board of Supervisors adopted Resolution No. 15-05-05 which outlines the policy and procedures for the sale of land held by the State of Arizona under tax deed. The procedures allow the Clerk of the Board to sell these parcels over the counter for the total lien amount. A separate $30 fee is required to be paid by the purchaser to record the Quit Claim Deed. The procedures also state that a consent agenda action item will be submitted to the Board of Supervisors on a Regular Meeting agenda to obtain authorization from the Board for the Chairman's signature on the Quit Claim Deed.

Assessor's tax parcel numbers 208-07-033 and 208-07-039 were deeded to the State of Arizona c/o Board of Supervisors on July 21, 2016. The lien amount for parcel number 208-07-033 is $506.70 and the lien amount for parcel number 208-07-039 is $552.82. These parcels were advertised for sale at the Board's annual auction which was held in December 2016; however, they did not sell. They were added to a list of available properties that could be purchased year-round for the total lien amount.
Evaluation
On December 16, 2020, the Clerk of the Board sold the subject parcels to Jeffrey Penrose for the respective lien amounts. Said payment of $1,059.52 was deposited with the County Treasurer on December 16, 2020. A separate recording fee of $30 per Quit Claim Deed was paid. Once the deeds have been finalized and recorded, the properties will go back on the County's tax rolls.

Mr. Penrose is purchasing the parcels that are vacant land located in the Duncan Addition in Globe. He plans to develop the parcels at a later date.
Conclusion
The Board of Supervisors needs to authorize the Chairman's signature on the Quit Claim Deeds to finalize the sale of the Assessor's tax parcel numbers 208-07-033 and 208-07-039 to Jeffrey Penrose.
Recommendation
The Clerk of the Board recommends that the Board of Supervisors authorize the Chairman's signature on the Quit Claim Deeds to finalize the sale of Assessor's tax parcel numbers 208-07-033 and 208-07-039 to Jeffrey Penrose.
Suggested Motion
Authorization of the Chairman's signature on the Quit Claim Deeds for the Clerk of the Board's over-the-counter sale of Assessor's tax parcel numbers 208-07-033 and 208-07-039 to Jeffrey Penrose.
