Contract Award in Response to Invitation for Bids (IFB) No. 091120 - Rim Trail Bridge Replacement (Structure No. 07881)
Background Information
At the September 21, 2020 Board of Supervisors' Regular Meeting, the Board authorized the advertisement of IFB No. 091120 regarding the Rim Trail Bridge Replacement Project.

IFB No. 091120 was advertised in the Payson Roundup newspaper on November 24, 2020, and December 1, 2020, with a bid due date of December 8, 2020.  IFB No. 091120 plans were emailed to twenty-two contractors. The bid was also advertised on the Gila County website under Procurement and at Dodge Data & Analytics website.

This project consists of replacing the bridge over the East Verde River 12 miles north of Payson on Bridge Road in the Rim Trail subdivision. The structure was built in 1984. In May 2020, the Rim Trail Bridge received a sufficiency rating of 16% out of 100% by the Arizona Department of Transportation (ADOT) contract bridge inspectors. Gila County had anticipated a low rating and had replacement plans produced.
Evaluation
The eight bids received were opened on December 8, 2020, beginning at 4:00 P.M. The eight bids were evaluated in accordance with A.R.S. § 41-2533, Competitive Sealed Bidding: awards shall be made to the lowest responsible and responsive bidder whose bid conforms in all material respects to the requirements and criteria set forth in the Invitation for Bid.

There was a wide range of prices given by the contractors. The staff couldn’t find any reason to disqualify any of the low bidders and the prices seemed reasonable. Gila County has worked with AZ Western Contracting, Inc. in the past and was pleased with the results.

The completion of the bridge project is expected to be completed in October 2021.
Conclusion
The Public Works Department Director feels it is in the best interest of Gila County to enter into this Contract with AZ Western Contracting, Inc.

An engineer’s estimate of $409,433 includes construction oversight and inspection. Those items may have to be contracted separately.
Recommendation
The Public Works Department Director recommends that the Board of Supervisors award a contract to AZ Western Contracting, Inc. in response to IFB No. 091120 for a bid amount of $314,999.
Suggested Motion
Information/Discussion/Action to review all bids submitted for Invitation for Bids No. 091120–Rim Trail Bridge Replacement (Structure No. 07881); award to the lowest, most responsive, responsible, and qualified bidder; and authorize the Chairman’s signature on the award contract for the winning bid.
