Sale of State-Owned Parcel No. 207-15-296 to the City of Globe.

Background Information

Assessor's parcel number 207-15-296 was deeded to the State of Arizona by the County Treasurer on July 31, 2020, because the previous owner did not pay the property taxes for seven consecutive years. This parcel has a utility pole and is located at 379 W. Hackney Hill Road in Globe.

Evaluation

A.R.S. § 42-18303 (E) states, "The board of supervisors may accept an offer from, and sell real property held by this state by tax deed to, the county or a city, town or special taxing district in the county for a public purchase related to transportation or flood control. The board of supervisors shall convey the deed and apportion the monies received in the transaction prescribed by this action."

The Board of Supervisors' annual auction for properties newly deeded to the State of Arizona in care of the Board of Supervisors this year has not yet been scheduled because an in-person auction is not possible due to the COVID-19 pandemic. Per the Arizona Revised Statute (above), the Board may sell newly deeded property to the county, city, town or special taxing district before the auction if it can be used for a public purpose related to transportation or flood control. It is the intent of the City of Globe to purchase this parcel for a public purpose related to transportation.

Conclusion

If the Board of Supervisors approves the sale of this property to the City of Globe, the property will go back on the County's tax rolls.

Recommendation

The total lien amount on this property is $1,169.25. It is recommended that the Board of Supervisors sell the subject property to the City of Globe for $1. The City is also required to pay the cost of $30 to record the Quit Claim Deed.

Suggested Motion

Information/Discussion/Action to approve the sale of Assessor's tax parcel number 207-15-296 to the City of Globe for $1 to be used for a public purpose related to transportation pursuant to A.R.S. § 42-18303 (E); and authorize the Chairman's signature on the related Quit Claim Deed.
