Cooperating Technical Partners (CTP) Partnership Agreement with the Federal Emergency Management Agency (FEMA) for Floodplain Mapping.
Background Information
The proposed CTP Partnership Agreement will allow Gila County to cooperate with FEMA on flood mapping projects. With this CTP Partnership Agreement, when projects are awarded, the framework will already be in place for partnering with FEMA. Details and responsibilities for specific projects are negotiated when such a project is proposed.
Evaluation
Cons:
There is a cost-share to the County when a CTP flood mapping project is awarded. However, no costs are accrued by simply having this agreement in place, so that it is ready when an opportunity arises to work on a project with FEMA.

Pros:
This partnership agreement provides the ability to work together with FEMA to create and maintain accurate, up-to-date flood hazard maps.

FEMA encourages local partnerships and a partnership with FEMA potentially gives us greater input into the floodplain mapping process than we have been previously been given. Since FEMA encourages local partnerships, there is a potential for us to get more flood mapping updates sooner if we cost-share than waiting for FEMA to act on its own and totally fund the project. Many areas of the County have not been restudied since the original maps in 1985, and there are many obvious mapping needs.
FEMA is scheduled to review Gila County in about two years to identify and prioritize flood mapping needs. If their funding does not cover all of our needs, a CTP project might fill the gap. More accurate flood mapping might help some residents reduce flood insurance premiums and can eventually help eliminate many areas with unknown flood hazard which have somewhat high flood insurance premiums.
Conclusion
This agreement will provide an agreement to cooperate with FEMA on flood mapping projects. This will allow us to get started more quickly on projects when opportunities and needs arise. There is no cost to the County until a specific mapping task is agreed upon. Even then, FEMA would provide a large part of the funding. Better flood hazard information helps homeowners to better assess the flood risks for a potential home purchase and may result in lower flood insurance premiums for some properties.
Recommendation
It is recommended that the Board enter into this agreement with FEMA to allow for future partnering to facilitate flood mapping improvements.
Suggested Motion
(Motion to adjourn as the Gila County Board of Supervisors and convene as the Board of Directors of the Gila County Flood Control District.) Information/Discussion/Action to approve a Cooperating Technical Partners Partnership Agreement between the Gila County Flood Control District and the Federal Emergency Management Agency.
