Correctional Officers Retirement Plan (CORP) Local Boards

Background Information

The powers and duties of the CORP Local Board for Detention Officers and Non-Uniformed Officers, and the CORP Local Board for Dispatchers is outlined in A.R.S. § 38-893. Each board is comprised of 5 members of which one member is the Chairman of the Board of Supervisors (BOS) or the Chairman's designee who is approved by the BOS as Chairman; 2 members who are elected by secret ballot by members employed by the participating county in a designated position; and 2 citizens, one of whom shall be the head of the merit system (Gila County Personnel Commission) appointed by the BOS.

As of January 1, 2020, there is a citizen vacancy on each of the boards. Per statutory requirement, the Chairman of the Gila County Personnel Commission must sit on these boards. Jaime Escobedo was recently re-elected as Chairman of the Gila County Personnel Commission.

Evaluation

A citizen vacancy exists for each of these boards; therefore, the BOS needs to appoint Jaime Escobedo, who is the Chairman of the Gila County Personnel Commission, to meet the statutory requirement for the composition of these boards.

Conclusion

The BOS needs to appoint Jaime Escobedo to each of these local boards to meet the statutory requirement of having the Chairman of the Personnel Commission represented on each board.

Recommendation

It is recommended that the BOS appoint Jaime Escobedo to the CORP Local Board for Detention Officers and Non-Uniformed Officers, and the CORP Local Board for Dispatchers for the 4-year term of office that began on January 1, 2020 and ends on December 31, 2023. The term of the incumbent on each board will begin on the day of appointment by the Board of Supervisors through December 31, 2023.

Suggested Motion

Approval to appoint Jaime Escobedo to the Correctional Officers Retirement Plan (CORP) Local Board of Directors for Detention Officers and Non-Uniformed Officers, and the CORP Local Board of Directors for Dispatchers for a term of office ending on December 31, 2023.
