Public Safety Personnel Retirement System Local Board Membership

Background Information

The powers and duties of the Public Safety Personnel Retirement System (PSPRS) Local Board are outlined in A.R.S. § 38-847. This board is comprised of 5 members of which one member is the Chairman of the Board of Supervisors (BOS) or the Chairman's designee who is approved by the BOS as Chairman; 2 members who are elected by secret ballot by members employed by the appropriate employer; and 2 citizens, one of whom shall be the head of the merit system or the head's designee from among the other members of the merit system.

As of January 1, 2020, there is a citizen vacancy on this board for the term of office that began on January 1, 2020 through December 31, 2023. Per statutory requirement for the PSPRS, one of the citizens appointed by the BOS must be the Chairman of the Personnel Commission. Jaime Escobedo was recently re-elected as the Chairman of the Personnel Commission, so he is being recommended for appointment to this board.

There is also another term of office for an elected member that expired on December 31, 2019. An election by secret ballot was held on November 21, 2019, and the election results were declared official at the PSPRS board meeting on December 3, 2019. Cole Labonte was elected to serve for the term of office beginning on January 1, 2020, through December 31, 2023.

Evaluation

The Board of Supervisors needs to appoint Jaime Escobedo to the PSPRS to meet the statutory requirement of having the head of the Personnel Commission represented on this board. To ensure there is an up-to-date record for this board in the office of the Board of Supervisors, the Board of Supervisors needs to acknowledge the election of Cole Labonte.

Conclusion

Per statutory requirement and if approved by the members of the BOS, the BOS needs to appoint Mr. Escobedo to the PSPRS Local Board. In order to have an accurate record of this Local Board on file, the Board should also "acknowledge" the election of Cole Labonte to the Local Board.

Recommendation

It is recommended that the Board of Supervisors appoint Jaime Escobedo to the PSPRS Local Board of Directors for the term of office that expires on December 31, 2023, and acknowledge the election of Cole Labonte for the term of office that expires on December 31, 2023.

Suggested Motion

Approval to appoint Jaime Escobedo to the Public Safety Personnel Retirement System (PSPRS) Local Board of Directors for the term which ends on December 31, 2023; and acknowledgment of the election of Cole Labonte to said Local Board for the term beginning on January 1, 2020, through December 31, 2023.
