Amendment No. 2 to State Contract No. ADSPO18-00007887 with Kimley Horn for the Rim Trail Bridge Engineering Design Services

Background Information

On February 20, 2018, the Board of Supervisors approved entering into a Contract No. ADSP017-00006796 with Kimley Horn for the design of a replacement for the Rim Trail Bridge which spans over the East Verde River located on Bridge Road within the Rim Trail area approximately 12 north of Payson. This contract had specific tasks associated with it and is referenced in detail in the proposal from Kimley Horn dated January 29, 2018, which is part of said contract. The contract amount was for $183,475. The purchase order created for said contract expired on December 31, 2018. On January 10, 2019, Finance was informed by the State of a change in the contract number. The new contract number moving forward is ADSPO18-00007887.

On February 05, 2019, the Board of Supervisors approved Amendment No. 1 to the above-referenced contract as requested by the Public Works Director. Said Amendment No. 1 extended the contract time for Kimley Horn through December 31, 2019. Since the time of Amendment No. 1, Gila County staff has been working on acquiring the necessary right of way agreements for the project. This effort has resulted in a delay to the originally anticipated project delivery schedule. Some of the remaining tasks to be completed by Kimley Horn cannot be completed until after the right of way agreements have been acquired.

Evaluation

Kimley Horn has been working on the design up to this point in time as directed by the Gila County Public Works Department and still has several tasks to complete per their original proposal.

Conclusion

The Public Works Department Director would like to extend the contract date to June 30, 2020, to allow ample time for the right of way acquisition and completion of the design.

Recommendation

The Public Works Department Director recommends that the Board of Supervisors approve Amendment No. 2 to revise the contract time to reflect an end date of June 30, 2020. The contract amount of $183,475 will remain the same.

Suggested Motion

Approval of Amendment No. 2 to Professional Engineering Services Contract No. ADSP018-00007887 with Kimley Horn which extends the contract to reflect an end date of June 30, 2020, with the contract amount of $183,475 to remain unchanged.
