Request/Subject

At the request of Chairman Cline and the Gila County Board of Supervisors, the Finance Department has analyzed year-to-date performance of both revenues and expenditures as compared to the 2020 Fiscal Year Budget. Today's presentation contains fiscal data as of November 30, 2019.

Background Information

Throughout the year, the Finance Department prepares reports to compare Gila County's income and expenses to the adopted budget. This information is provided for both the Board of Supervisors and the general public to strengthen our communication and transparency efforts. We welcome feedback to improve the usefulness of the information. As we continue to make improvements in software compatibility, we anticipate being able to provide more timely data comparisons.

Evaluation

Revenue
General Fund revenues as of 11/30/2019 are at 47% of the budget and show an increase of $1,000,000 over 11/30/2018.

Expenses
General Fund expenses as of 11/30/2019 are at 41% of the budget and show an increase of $90.053.87 over 11/30/2018.

Net Outcome
General Fund Revenues are ahead of General Fund Expenses at 11/30/2019 by $1.96 Million. This is attributable to the timing of property taxes (received twice per year).

Conclusion

The Finance Department recognizes and applauds the efforts of all department heads, elected officials, and operational managers in their commitment to responsible resource management. Gila County's strong net general fund position as of 10/31/2019 compared to 10/31/2018 is a reflection of long-term effective budgeting and planning.

Recommendation

The Finance Department will continue to evaluate operational progress in both revenues and expenditures as the second quarter of fiscal year 2020 comes to an end. We look forward to presenting future data to the Gila County Board of Supervisors and its constituents.
