Request/Subject

Request approval of AIA Contracts AIA-B133-2014 Standard Form of Agreement Between Owner and Architectural Firm to design the Globe Animal Care and Control Facility and site improvements.

Background Information

On May 22, 2019, the Board of Supervisors authorized the advertisement of Request for Qualifications (RFQ) Nos. 041219, 041319, 041419, 041819 – for architectural firms and construction manager at risk firms for the Payson Complex project and the Globe Animal Care and Control facility.

On June 28, 2019, seven proposals for Architect RFQ 041819 were received, evaluated and interviews with the top three candidates were conducted. The Architecture Company was selected by the evaluation panel as the best overall fit for the Globe Animal Care and Control Facility and site improvements project due to their experience with building projects similar to scope and size of our proposed project.

This project aligns with Strategic Plan - Responsible Resource Management Goal #2 - Improve and maintain facilities, network/technology, infrastructure, and natural resources to ensure employee/public safety, continuity in business operations, and enjoyment of life.

Evaluation

The evaluation team prepared the scope of work, evaluated the proposals and selected The Architecture Company as the architect for the Globe Animal Care and Control Facility and site improvements. The team worked with the Architect and Construction Manager At Risk (CMAR) to identify the priority components of the project. Gila County has secured the funding through the pledged revenue securities.

Conclusion

The team reviewed all written responses and interview responses and determined The Architecture Company to be the top-ranked firm to participate in the planning, design, engineering, and construction of the Globe Animal Care and Control Facility and site improvements.

Recommendation

The selection team recommends awarding the architectural contract to The Architecture Company.

Information/Discussion/Action to approve AIA Contract with The Architecture Company B133-2014 Standard Form of Agreement Between Owner and Architect to design the Globe Animal Care and Control Facility and site improvements in the amount of $232,048 plus $8,000 allowance for reimbursable items in response to Request for Qualifications No. 041819.
