PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD AN OPEN MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF  SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV). ANY MEMBER OF THE PUBLIC IS WELCOME TO ATTEND THE MEETING VIA ITV WHICH IS HELD AT THE GILA COUNTY COMPLEX, BOARD OF SUPERVISORS’ CONFERENCE ROOM, 610 E. HIGHWAY 260, PAYSON, ARIZONA. 2.   PUBLIC HEARINGS:
 
A.   Information/Discussion/Action to adopt Ordinance No. 2020-01 which authorizes the modification of the Zoning Map for Unincorporated Areas of Gila County by changing the zoning of Assessor's parcel number 301-07-191B (9047 Fossil Creek Rd in Pine, AZ) from Commercial Two District (C2) to Residence One District with a District Density of 12 (R1-D12) to allow the property owners to permit a manufactured home to be placed on the property. (Scott Buzan) Adopted
 
3.   REGULAR AGENDA ITEMS:
 
A.   Information/Discussion/Action to approve Intergovernmental Agreement (IGA) No. 120219 with the City of Globe for Justice Court case management of the City's criminal misdemeanor and criminal traffic case filings and terminations, and authorize the Chairman's signature on the IGA. (Jordan Reardon) Approved
 
B.   Information/Discussion/Action to accept a grant award from the Arizona Companion Animal Spay and Neuter Committee in the amount of $7,500 that will be used to expand Gila County's discounted spay/neuter services in Gila County for a period of one year. (Michael O'Driscoll) Accepted
 
C.   Information/Discussion/Action to review the proposals received for Call for Bids No. 120219 to provide all advertising, publications, and printing required to be done or made by all departments of Gila County for a period of six months (January 1, 2020, to June 30, 2020) award to the lowest, most responsive, responsible and qualified bidder; and authorize the Chairman's signature on the award contract. (Mary Springer) Awarded
 
D.   Information/Discussion/Action to approve AIA Contract with The Architecture Company B133-2014 Standard Form of Agreement Between Owner and Architect to design the Globe Animal Care and Control Facility and site improvements in the amount of $232,048 plus $8,000 allowance for reimbursable items in response to Request for Qualifications No. 041819. (Mary Springer) Approved
 
E.   Information/Discussion/Action to adopt Resolution No. 20-01-01 accepting the portion of Hicks Drive as described in Fee No. 2019-012228, into the Gila County Maintained Roadway System. (Steve Sanders) Adopted
 
F.   Information/Discussion/Action to authorize the advertisement of Invitation for Bids No. 121819 to purchase three (3) new Ford Expedition SSVs with installed equipment as outlined in the solicitation. (Steve Sanders) Authorized
 
G.   Information/Discussion/Action to authorize the advertisement of Invitation for Bids No. 121919 to purchase one (1) new Ford F250 pickup truck with installed equipment as outlined in the solicitation. (Steve Sanders) Authorized
 
H.   Information/Discussion/Action to authorize the advertisement of Invitation for Bids No. 121919-1 to purchase three (3) new Ford Escape, 4 Door, AWD as outlined in the solicitation. (Steve Sanders) Authorized
 
4.   CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval of an Environmental Review Record for Contract No. HOME FY19-FY23 between the Arizona Department of Housing and the Gila County Community Services Department, Housing Program. Approved
 
B.   Approval of Amendment No. 2 to Professional Engineering Services Contract No. ADSP018-00007887 with Kimley Horn which extends the contract to reflect an end date of June 30, 2020, with the contract amount of $183,475 to remain unchanged. Approved
 
C.   Approval of the November 19, 2019, Board of Supervisors' meeting minutes. Approved
 
D.   Acknowledgement of the November 2019 monthly activity report submitted by the Clerk of the Superior Court's Office. Acknowledged
 
E.   Acknowledgment of the November 2019 monthly activity report submitted by the Payson Regional Constable's Office Acknowledged
 
F.   Acknowledgment of the November 2019 monthly activity report submitted by the Globe Regional Constable's Office. Acknowledged
 
G.   Acknowledgment of the November 2019 monthly activity report submitted by the Globe Regional Justice of the Peace's Office. Acknowledged
 
H.   Acknowledgment of the November 2019 monthly activity report submitted by the Recorder's Office. Acknowledged
 
I.   Acknowledgment of the November 2019 monthly activity report submitted by the Payson Regional Justice of the Peace's Office. Acknowledged
 
5.   CALL TO THE PUBLIC:   A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date. 6.   At any time during this meeting pursuant to A.R.S. §38-431.02(K), members of the Board of Supervisors and the County Manager may present a brief summary of current events.  No action may be taken on information presented. Comments Provided
